System Operators for Textiles

On 9 September 2025, the European Parliament adopted the amendment to the Waste Framework Directive, which will enter into force later this year. As a result, all Member States are required to implement Extended Producer Responsibility (EPR) for textiles no later than 2028.

In connection with the new waste stream “used textiles,” existing system operators are increasingly encountering new actors. Non-profit organizations play a key role in local reuse activities, particularly in the collection of used textiles. Moreover, preparation for reuse – unlike in other waste streams – is the dominant recovery method in this field.

On 11 February 2025, the European Packaging Regulation entered into force.
